This question has always been in my curiosity ever since I started playing this game, but now I know, and it's quite obvious what they do with it.
THEY SMOKE IT!
That's right! I think it's automatically revealed once you mix more than one herb and then putting it on what seems to look a bit like rolling paper. What else would you think they would do with it, rub it on themselves. That's how they survive from all those monsters and zombies. THEY'RE HIGH. I don't think they would ever survive in that mad house without a bit of green herb on their side.

It explains how they're so calm and chill despite the hordes of T-virus infected zombies lambasting them at every corner. It also explains the shitty aiming mechanics in the earlier games.
I think by shitty, you mean awesome, Hideo.
Don't get me wrong, I loved RE4, and RE5 looks insane, but it'd be great if Capcom took RE back to it's roots on a next gen console.
